I tried both the SER and COM but neither worked.  I think the COM driver is the
correct one.

That will work.  I have connected to another laptop running OS/2 that had a
PCCARD cell modem.  So the path was wireless from my PC to the other PC which
passed the data out the cell modem to the internet.

My guess would be that they are giving the maximum speed if there are no other
cell users for a tower.  As in any network the load will determine the
throughput.
