A bit of a stretch I think.

The phone.  If it was the SIM just changing the SIM would change the provider.

I don't know how the iPhone is locked.  Some of the new cell phones are locked
by the wiring on the circuit board.  I have seen postings that told people
which wire to cut to disable the lock.

AT&T can unlock them but my experience with other providers is that they will
not do it.

I would expect those to be unlocked by entering an unlock code.  You can
sometimes find the unlock codes on the internet but if you do not enter them
correctly you may completely disable the phone.  Some independent cell phone
stores will unlock a phone for a price.

I only buy my cell phones from independent cell phone stores already unlocked.
