If the phone was sold with a subsidy, is is unlockable after the expiry of
the contracted subsidy period. I have done this dozens of times with
T-Mobile. The carrier sends you a code via SMS which you enter to
unlock the phone.
Alternatively go to your local unlock shop. They apparently exist
everywhere. We can unlock any phone here in Bangkok for $10.00
