It depends on the ATT contract with the original purchaser.

You have to insert SIM card of another carrier. If it's locked,
it'll ask for the unlock code.
You may also run into the problem (as I did once) that
you cannot unlock the phone unless you know the security
code, which is a user-configurable passcode. I once
bought a Motorola phone on ebay which was unlockable;
I even got the unlock code from T-Mobile; but I lacked the
security code, and the ebay vendor didn't get it when he
bought the phone from its previous owner. He had to
replace the phone for me.
