But Mark has already said he has no power available to power the cordless phone base station in the box where the cable comes to on the outside of the house.

I suppose a compromise might be to drill a hole from the box through the house wall (I think Mark said it was on his garage) and extend the cable inside to where there is power and a cordless phone base station could be located and powered. But make sure you don't buy a 2.4GHz cordless phone which uses the same band as home WiFi does.

Why not just use one of the dozens of cordless pones and be done with it. Just connect the base unit up
to where you do have a connection to the twisted pair wire and keep the phone in the room without the
wiring. For about $40 you can get a kit with 2 phones so the 2nd phone has a small charging station.

I wouldn't touch putting the ~48v ac signal and voice calls over coax when it's so cheap and easy to just
use a cordless setup.
